Your choices stick across every tutorial on this device.
Actions can record strokes made with the brush tool but only if you enable that feature first. To do so, go to the Action’s panel flyout menu and choose ‘Allow tool Recording’. Then use the brush tool while recording an action, and all your strokes will be recorded.
