Try these Photoshop keyboard shortcuts to enhance the power of the New Layer icon.

When creating a new layer by clicking on the New Layer icon in the Layers Panel, hold Alt (Windows) Option (macOS) to get the New Layer dialog box.

Hold Ctrl (Windows) Command (macOS) and click on the New Layer icon to create the new layer below the selected layer.
