Apply Any Action To An Entire Folder

To apply any action to an entire folder, and sub-folders go to File > Automate > Batch. In the Batch window, choose the action you would like to apply and the source folder.

You can do the same in Adobe Bridge by going to Tools > Photoshop > Batch.
