In this tutorial, you will learn how to create sun rays in Photoshop using Gradient Fills!

This technique uses the little-utilized Noise Gradient type and the HSL mode in the Gradient Fill. The sun rays will remain editable and you can drag them over any area of your image.

Consider also adding a sun glow effect to further enhance your light rays.
