Timeline Overview: Creating An Animated GIF In Photoshop
In this training video, we will look at the video editing and animation capabilities of the Timeline panel.
We will do so by creating an animated GIF in Photoshop from a video I recorded from my cell phone.
You’ll learn the differences between the photo and video workflows. We’ll also examine how you can use Photoshop’s adjustment layers and other tools to enhance your videos.
We’ll also look at working with text and the basics of animation using keyframes. If you’ve never used the timeline panel before or are not very familiar with it, this is the perfect tutorial!

You have been so kind as to help me in the past – I hope you will again! I am near tears, honestly. I have searched and searched everywhere and find only a few tutorials on Adobe that are NOT beginner and I have no clue as to what they are talking about. I want to learn how to create frame animation with photos I have – some that are 60 years old. I have a lot of old photos and I want to create a “story” with them. I am NOT interested in video (and everytime I tell someone that they wind up directing me to video stuff. I want to take my photos and create moving animation, with some other photos of flowers and stuff and maybe add music.
But, I have no idea how to even use Photoshop Timeline and I can find nothing that explains how to use it – not even in Adobe. Maybe I’m just crazy, I don’t know, but I think the Timeline came out in CS 5 or 6 and I never had that. If you could offer any help at all – especially understanding how the timeline works, I’d so appreciate it. Thank you, Carol

To be frank with you, Photoshop may not be the best solution. You said that you want to crate an animation but not video, but that you also want to add music. However that would be a video. Also even though photoshop can now handle audio, it is not the best tool for the job. Also, the learning curve can be a bit steep.
I would suggest starting with online animation/slideshow editors. Here’s two:
